1.       To take particular responsibility for the co-ordination of policies and assessment of proposals for the development of major planning applications, for negotiation with developers and for the achievement of these policies as the proposals are developed.


2.       To foster a corporate response to major development proposals throughout the district by acting as Co-ordinator in a Development Team approach.


3.       To assist as appropriate in the supervision of work concerned with the development control functions of the Council.


i.       to assess applications of all types, ensuring awareness of site histories, present policies

         and inspection of sites.


ii.       to consult with relevant County and District Council teams, statutory consultees

and Parish Councils and to notify other persons in accordance with the Council’s policies.


iii.      to negotiate with and advise the public, developers and their agents concerning development control matters


                        iv.      to determine planning applications in accordance with the Council’s adopted scheme of delegation, and to prepare recommendations on applications referred to the Development Control Committees for determination.


                        v.       to attend the Development Control Committees and other Council Committees as necessary, and present applications under consideration.


vi.            to prepare evidence and supporting information for appeals and where required to attend Inquiries and give evidence on behalf of the District Council.


4.       To negotiate Section 106 agreements in accordance with Council policy.


5.       To prepare development briefs


6.       To support the development and maintenance of a Quality Management System and other customer focused initiatives.


7.       To be responsible for the appraisal and development of computer systems for the Planning Service including staff training and attendance at relevant Computer Users Groups.


8.      To update development control procedures and appraise the development control section of these in accordance with the requirements of new or revised legislation.


9.      To monitor and provide statistics for:


i.       Best Value*

ii.       Enforcement

iii.            PS returns*

iv.           Performance Indicators*

v.             CIPFA returns (Development Control)

vi.           Questionnaires received from Outside Bodies

vii.          To prepare Committee reports on these as required


*       Audit Information as required


10.   To take part in County-wide Planning Research Initiatives and to attend countywide officers’ groups as required.


11.   To co-ordinate and lead on all telecommunications proposals within the District


12.   To organise, carry out, analyse the results of and report upon the annual Development Review Tour.


13.   To deputise for the Development Control Managers in their absence including the full exercise of delegated authority.


14.   To assist, train, mentor and motivate staff.


15.   To carry out other duties reasonably compatible with and/or arising from these duties listed above.
